Why would Armstrong deny its existence? I think he would remember if he ever wrote it.
I think you have to assume these items are not real unless proven otherwise (e.g. a photo of him writing it).
He seems pretty darn emphatic about this. There is a very slim to no chance that he wrote the quote and just forgot about it.

Suffice to say, regardless of Armstrong's motivations or if he forgot, without a future written retraction by Armstrong any such piece will forever be in question, if not in doubt.

James Hansen has said Neil never wrote that quote to anyone, including his parents. Neil also was to have stated that "That's one small step for (a) man,..." is how he would suggest it be stated. The a in parenthesis.
