Yes it's probably a little too late in the flow to have someone from the JSC crew office take that seat.

I do not believe the is seat open to a U.S. crew member.

On edit: Roscosmos has issued a statement confirming that Takamatsu is still training but does not say if he will fly.

Russian cosmonaut Sergey Prokopyev or another "young cosmonaut" may fly on Soyuz TMA-18M, reports the Russian news agency TASS.
"The Space Adventures company has just several days or a week left to find another tourist. Otherwise, anyone of young cosmonauts who have not traveled into space will be sent on flight, for example, Prokopyev," the source said.

Another source told TASS that the vacant seat in Soyuz should not be occupied due to the loss of Progress M-27M cargo ship in late April. This will allow delivering to the orbit and then taking back to the Earth some 100 kilograms of cargo.

Why doesn't Satoshi Takamatsu automatically take over - isn't that the whole point of a back-up. If the seat is taken by someone else or left vacant what was the point of him training?

As there is no mission requirement for the spaceflight participant to fly, there is no requirement for them to have a backup.

As such, Space Adventures has marketed the opportunity (at $3 million) to train as a backup to anyone who wants the experience of going through cosmonaut training, regardless if they have the desire or means to fly. For example, Esther Dyson and Nik Halik both trained as backups and were certified as cosmonauts but did not go on to fly.

It is not clear what Takamatsu's intentions are at this point.

They should replace her now-absent body weight on TMA-18M with fresh fruit, veggies and treats.

Russian news agencies are reporting that billionaire Filaret Galchev, chairman of the Eurocement group, has approached Roscosmos to fly in Sarah Brightman's place.

He is said to have earlier passed the medical requirements and has begun negotiations for a flight contract with Space Adventures, though the company has not confirmed the reports.

An inter-departmental commission is expected in late May to approve a candidate — either another spaceflight participant or a cosmonaut — to take Sarah Brightman's vacant seat on Soyuz TMA-18M, TASS reports.
Two options to replace Brightman are being considered now - another space tourist or a Russian cosmonaut without flight experience. "I would not shrug off [the option of] a space tourist," the source said.

Another candidate is cosmonaut Sergey Prokopyev who previously flew Tupolev Tu-160 strategic bombers. His flight to space is planned for September 2017.

"Now Prokopyev is actively being called up for various commissions which may signal that he could occupy the third seat in the Soyuz," the source added.

Roscosmos today (June 22) approved Kazakh cosmonaut Aydyn Aimbetov to fill Sarah Brightman's seat on Soyuz TMA-18M. Aimbetov will launch with cosmonaut Sergei Volkov and ESA astronaut Andreas Mogensen.
