The image is clearly of the MAD Magazine mascot Alfred E. Neuman. This large original artwork came from Don Puddy's collection. Puddy was the only Flight Director on the Shuttle Enterprise Approach and Landing Test (ALT) flights.

The artist is Ed Pavelka who was a NASA engineer and flight controller. He created Captain REFSMMAT, the ideal flight controller image that hung in Mission Control and the guys wrote comments on it. This was mentioned in Gene Kranz's book.

He actually created a variety of characters — Victor Vector, Darth Vader, Joggerzankle and more.

The story behind this one is lost. Can anyone provide any insight into the art?
