Yes, it's actor Don Knotts, aka Barney Fife on The Andy Griffith Show, and was "The Reluctant Astronaut" in that 1967 movie.

Don't have any info on why he was at KSC, or what Saturn V this was, but with the Reluctant Astronaut movie coming out in 1967, he was possibly there relating to the filming of that movie. So this could be the Saturn V for Apollo 4 (?), which launched in November of 1967 or he could have just been there later.

J.L. is right, of course. It was the pathfinder 500F fit/check/test Apollo Saturn V launch vehicle in 1966 that never flew. It was the only Saturn V rocket of the whole series that could easily be identified by the horizontal and broken vertical square black paint markings along the S1C first stage and upper stage modules.

"Now Barn, I don't think they'll let you stand that close during launch; and even if they did I don't think those would do ya any good!"
