No, these are not personnalized stamps.

They are stamps of a private mail company.

Since a couple of years, mail services over the weight of 50 grams and local mail are liberalized and no longer a monopoly of the - traditional - postal services.

2009 will see the full liberalization of postal services, including sendings of lower weight.

Consequently, many private mail companies are issuing their own stamps to be sold to collectors.
