Is anyone familiar with this strange decal printed blue on silver? Any guesses which space shuttle mission this represents and who may have designed it? Could be for the STS-84~Mir flight since there are eight crew nicknames noted?

The emblem is based on the design of the STS-86 crew patch and appears to include nicknames for the crew (e.g. "Too Tall" is Scott Parazynski and "Too Short" is "Wendy Lawrence").
I don't know if this was one of his, but French journalist Jacques Tiziou was fond of producing decals like this.

Yes, indeed, it was a design creation of French/U.S. aerospace journalist Jacques Tiziou for the STS-86/Atlantis crew.

Are these various STS-84 crewmember callsigns?
Here's an image of STS-121's novelty patch. Are these the names of the cities/states where each were from?

The STS-121 emblem lists the crew's birthplaces.
