Seeing the Starliner CFT crew arrive at Kennedy Space Center in T-38's was awesome. I know that was the routine through most of the Shuttle program. (SpaceX crews always fly in on the NASA Gulfstream.)

My question is, why did some of the later shuttle crews fly in for "launch week" using the Gulfstream?

It was primarily budget-driven. Flying the crew in on a single Gulfstream was less expensive then flying in multiple T-38 jets.
